Citation
1.  These Regulations may be cited as the Misuse of Drugs (Urine Specimens and Urine Tests) Regulations.
Definitions
2.  In these Regulations, unless the context otherwise requires —
“Chief Executive of the Health Sciences Authority” means the Chief Executive of the Health Sciences Authority appointed under section 15 of the Health Sciences Authority Act 2001;
“enforcement officer” means an officer of the Central Narcotics Bureau, an immigration officer, a police officer not below the rank of sergeant, a serviceman in the Singapore Armed Forces who is appointed by the Minister as an enforcement officer under section 31(1B) of the Act or a supervision officer appointed under regulation 15(1) of the Misuse of Drugs (Approved Institutions and Treatment and Rehabilitation) Regulations (Rg 3).

Taking and depositing of urine specimens
3.—(1)  Every suspect who is required to give a urine specimen for urine tests under section 31 of the Act or regulation 15(3)(f) of the Misuse of Drugs (Approved Institutions, Medical Observation and Treatment and Rehabilitation) Regulations (Rg 3), and every enforcement officer or other officer authorised by the enforcement officer taking the urine specimen, must do so in accordance with the First Schedule.
(2)  Only a person authorised by the Permanent Secretary to the Ministry of Home Affairs or the Chief Executive of the Health Sciences Authority may have possession of the key to any security box.

Collection and delivery of security boxes
4.  Every person involved in the collection and delivery of urine specimens deposited in security boxes must do so in accordance with the Second Schedule.

Urine test
5.  The Chief Executive of the Health Sciences Authority must arrange for each of the 2 urine specimens to be tested by a different officer and the results of the 2 urine tests must be sent to the enforcement officer in charge of the case.
