National Registration (Photographs) Regulations

Citation
1.  These Regulations may be cited as the National Registration (Photographs) Regulations.
Photographer to comply with conditions
2.  Every person taking photographs for the purposes of the National Registration Act shall comply with the following conditions:
(a)the paper used for the photographs shall be of single weight, matt surface and unglazed and of a make approved by the Commissioner;
(b)the minimum thickness of paper shall be 0.076 millimetres and the maximum thickness 0.178 millimetres;
(c)the size of the photograph shall be 35 millimetres by 45 millimetres and the photograph shall be without a border. The full face of the person photographed shall appear and the image from the chin to the top of the head shall not be less than 26 millimetres in a vertical position. The hair of the person shall not cover any of his facial features. The photograph shall be taken against a plain background and balanced lighting shall be used so that no shadows shall be shown;
(d)the photographs shall be finished in black and white. No tinting, toning or re-touching shall be permitted;
(e)the photograph of a person shall be taken without his headgear but any person who habitually wears a headgear in accordance with his religious or racial custom may be photographed with his headgear provided that such headgear does not hide his features; and
(f)only black and white films which are not outdated shall be used.
Penalty
3.  Any person who fails to comply with any of these Regulations shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $500 or to imprisonment for a term not exceeding 6 months.
