National Registration (Photographs) Regulations

Citation
1.  These Regulations may be cited as the National Registration (Photographs) Regulations.
Photograph to comply with specifications
2.—(1)  Every photograph taken for the purposes of the Act shall comply with the following specifications:
(a)the size of the photograph must be 35 millimetres in width and 45 millimetres in height;
(b)the full face of the applicant must appear in the photograph with the image of the applicant’s face measuring between 25 millimetres and 35 millimetres from chin to crown of head, and with the shoulders of the applicant just visible;
(c)the background screen of the photograph must be white, except that where the applicant’s hair is white, the background must be light grey;
(d)the photograph must be done in colour with a matt or semi-matt finish; and
(e)the photograph must be of the applicant without wearing any headgear, unless the applicant habitually wears a headgear in accordance with his religious or racial custom but the headgear must not hide the applicant’s facial features.
(2)  For the purposes of this regulation, “applicant” means a person who is required under regulation 4(1)(a) of the National Registration Regulations (Rg 2) to deliver an unmounted photograph to a registration officer for the purposes of registration or re-registration under the Act.
