Registration and re-registration under Act |

4.—(1) Every person who applies for registration under regulation 3(1) or (3), or re‑registration under regulation 3(5), 14, 14A or 14B, shall —

Authorisation for proxies |
4A. A person required to make an application or a report mentioned in regulation 3(1), 9(1), 10(1), 11(1), 14(1) or 14A(1) or who wishes to apply for re-registration under regulation 14B(1), may authorise another person to make the application or report mentioned in that regulation on behalf of the firstmentioned person. Issue of identity cards |
5.—(1) The registration officer may issue to the person mentioned in regulation 4 an identity card containing that person’s photograph and such other particulars as the Commissioner considers necessary for the purposes of identification of that person. [S 701/2016 wef 01/01/2017]

Custody of identity card |
6. Subject to the provisions of these Regulations, any person to whom an identity card is issued shall, upon collection of the identity card, be responsible for its custody. [S 40/2009 wef 16/02/2009] |
Officers who may require production of identity cards |
7.—(1) Any registration officer, immigration officer, police officer, officer of customs, officer of the Central Narcotics Bureau or Special Investigator of the Corrupt Practices Investigation Bureau (referred to in this regulation as the inspecting officer) and any other officer or class or description of officer authorised in writing in that behalf by the Commissioner, may at any time require any person (not being a person exempted from registration under regulation 22) to produce his identity card for inspection, or to produce it within such time to such person and at such place as the officer requiring its production may think fit.

Other authority entitled to demand production of identity cards |
8.—(1) Any authority to whom a person required to be registered under the Act applies for the grant of any licence, permit or other document or for the exercise of the authority’s lawful functions, may, in its discretion, require the applicant to produce his identity card. Replacement identity cards |
9.—(1) Subject to paragraph (1A), where an identity card is lost, destroyed or so defaced that any particulars on the identity card are no longer decipherable, the person to whom the card relates must, within 14 days after the date on which the person becomes aware of that fact, report that fact and apply for a replacement identity card, in the form and manner required by the Commissioner. 10.—(1) A person registered under the Act who —

Collection of identity card |
10A.—(1) Upon the issue of an identity card (including a replacement identity card), the Commissioner or a registration officer shall, by notice in writing, inform the person to whom the identity card is issued to collect the identity card and surrender any previous identity card within such time and in such manner as may be specified in the notice. Report of change of residence |
11.—(1) A report of change of residence under section 10 of the Act shall be in such form and manner as the Commissioner may require. [S 847/2020 wef 01/10/2020] [S 410/2022 wef 31/12/2021]

Affixing of new address label on identity card |
11A. A person who has received a new address label under regulation 11(3) must, as soon as practicable after receiving the new address label, affix it, or cause it to be affixed, on the person’s identity card. [S 847/2020 wef 01/10/2020] |
Death of identity card holder |
12. Upon the death of a person to whom an identity card was issued, the person in possession of his identity card shall, within 7 days after the date of death, surrender the identity card to the Registrar of Births and Deaths or to a registration officer. [S 701/2016 wef 01/01/2017] |

Publication of information |
15. The Commissioner may, in his discretion, cause to be published any information derived from the register required to be kept and maintained under section 5 of the Act. [S 410/2022 wef 31/12/2021] |

16. A registration officer may, for the purpose of carrying out the provisions of these Regulations —

Duties of hotel keepers, etc. |
17.—(1) The owner, manager or other person in charge of any hotel, boarding house, hostel or other like dwelling place shall not accommodate any person, other than a person exempted from registration or re-registration under regulation 22, unless he is in possession of an identity card issued to him and produces it at the time of his request for accommodation to the owner, manager or other person.

Destruction of identity cards and other documents |
23.—(1) Subject to Part 19 of the Criminal Procedure Code 2010 and section 17 of the National Library Board Act 1995, the Commissioner may order the destruction of any of the following items in the Commissioner’s possession if the Commissioner is of the opinion that the item is obsolete, invalid or no longer required:
