Citation
1.  These Regulations may be cited as the Parliamentary Elections (Registration of Overseas Electors) Regulations.
Overseas registration centres
2.  Where the Registration Officer has established any overseas registration centre under section 10(4) of the Act, he shall cause a notice of that fact and the address of the overseas registration centre to be published in such manner and in such media as he considers fit.
Inspection of register at overseas registration centre
3.  Any person who wishes to inspect any register of electors at an overseas registration centre shall apply to the officer in charge of the register at that overseas registration centre.
Application to be registered as overseas elector
4.—(1)  An application under section 13A of the Act to be registered as an overseas elector for any electoral division must —
(a)be in Form 1 in the Schedule; and

(b)be made in accordance with regulations 5 and 8 —
(i)in person;
(ii)by post; or
(iii)using the electronic system provided by the Government for this purpose.

(2)  Every application to be registered as an overseas elector for any electoral division must —
(b)state the overseas polling station at which the applicant wishes to vote at the next election; and
(c)be accompanied by a duly completed declaration in Part V of Form 1 in the Schedule.

Mode of application
5.—(1)  An application in person to be registered as an overseas elector for any electoral division may be made by lodging a duly completed Form 1 in the Schedule —
(a)at the office of the Registration Officer in Singapore;
(b)at any overseas registration centre; or
(c)at any place specified in the notice under section 10(3) or 15(2) of the Act of the completion of the register or (as the case may be) revised register of electors for that electoral division,
at any time before a writ of election is issued for any election in that electoral division.
(2)  To apply by post to be registered as an overseas elector for any electoral division, a person must —
(a)complete and sign Form 1 in the Schedule; and
(b)send it by registered post addressed to the office of the Registration Officer in Singapore, or an overseas registration centre, so that the Registration Officer or the overseas registration centre, as the case may be, receives it before a writ of election is issued for any election in that electoral division.

(2A)  To apply to be registered as an overseas elector for any electoral division using the electronic system provided by the Government for this purpose, a person must complete and submit a web-based form of Form 1 made available on the Registration Officer’s Internet website at http://www.elections.gov.sg, in accordance with the instructions accompanying the form or of the electronic system so that the Registration Officer receives it before a writ of election is issued for any election in that electoral division.

(2B)  No person whose application to be registered as an overseas elector for an electoral division is received after a writ of election is issued for an election in the electoral division shall be registered as an overseas elector for that electoral division until after nomination day or, if a poll is to be taken, until after polling day of that election.

(3)  The Registration Officer may reject any application to be registered as an overseas elector if —
(a)the application is incomplete or not made in accordance with these Regulations; or
(b)the applicant, upon a request to furnish such additional information as the Registration Officer may require under section 13A(2) of the Act, fails to comply with the Registration Officer’s request.
(4)  Paragraph (3) shall apply without prejudice to any other ground on which the Registration Officer may refuse to register any person as an overseas elector.
Duty to inform
6.  As soon as practicable after the Registration Officer —
(a)registers any person as an overseas elector for any electoral division and allots him to vote at any overseas polling station; or
(b)rejects any application to be registered as an overseas elector,
the Registration Officer shall inform the person of that fact.
Application to cancel registration or change overseas polling station
7.—(1)  An application by any person who is registered as an overseas elector in the register of electors for an electoral division —
(a)to cancel his registration as an overseas elector;
(b)to change the overseas polling station allotted to him under section 13A(3)(b) of the Act to another overseas polling station; or
(c)to change the particulars of his overseas contact details, such as work telephone or facsimile numbers, and email or other addresses for correspondence,
shall be in Form 2 in the Schedule and be made in accordance with this regulation and regulation 8.
(2)  An application referred to in paragraph (1) may be made at any time —
(a)in person;
(b)by post; or
(c)by using the electronic system provided by the Government for this purpose.
(3)  To apply in person, a person who is registered as an overseas elector in the register of electors for an electoral division must —
(a)complete and sign Form 2 in the Schedule; and
(b)lodge it at the office of the Registration Officer in Singapore, or at an overseas registration centre before a writ of election is issued for any election in that electoral division.
(4)  To apply by post, a person who is registered as an overseas elector in the register of electors for an electoral division must —
(a)complete and sign Form 2 in the Schedule; and
(b)send it by registered post addressed to the office of the Registration Officer in Singapore, or an overseas registration centre, so that the Registration Officer or the overseas registration centre, as the case may be, receives it before a writ of election is issued for any election in that electoral division.
(5)  To apply using the electronic system provided by the Government for this purpose, a person who is registered as an overseas elector in the register of electors for an electoral division must complete and submit a web-based form of Form 2 made available on the Registration Officer’s Internet website at http://www.elections.gov.sg, in accordance with the instructions accompanying the form or of the electronic system so that the Registration Officer receives it before a writ of election is issued for any election in the electoral division.
(6)  The Registration Officer may reject any application referred to in paragraph (1) if the application is incomplete or not made in accordance with these Regulations.
(7)  No person whose application —
(a)to cancel his registration as an overseas elector; or
(b)to change the overseas polling station allotted to him under section 13A(3)(b) of the Act to another overseas polling station,
is received after the issue of a writ of election for an election in an electoral division shall have his registration cancelled or his overseas polling station changed for an election in that electoral division until after nomination day or, if a poll is to be taken, until after polling day of that election.

Forms
8.—(1)  The forms in the Schedule shall be —
(a)provided by the Registration Officer from his office at the Elections Department at 11 Prinsep Link, Singapore 187949 during such hours as his office is open for business;
(b)provided by the officer in charge of the register at any overseas registration centre; and
(c)set out on the Registration Officer’s Internet website at http://www.elections.gov.sg.
(2)  The forms in the Schedule shall be completed in the English language and in accordance with such directions as accompany the respective form or by the Registration Officer.
(3)  Where strict compliance with any form in the Schedule is not possible, the Registration Officer may allow for the necessary modifications to be made to that form, or for the requirements of that form to be complied with in such other manner as the Registration Officer thinks fit.
