Parking Places Act
(Chapter 214)
Parking Places (Urban Redevelopment Authority) Order 2000
In exercise of the powers conferred by section 9 of the Parking Places Act, the Minister for Communications and Information Technology hereby makes the following Order:
Citation and commencement
1.  This Order may be cited as the Parking Places (Urban Redevelopment Authority) Order 2000 and shall come into operation on 1st October 2000.
Definitions
2.  In this order —
“Form” means a form of a parking coupon set out in the Second Schedule to the Parking Places (Coupon Parking) Rules (R 3) and a form so numbered means a form so numbered in that Schedule;
“housing estate” means any housing estate built on any land vested in or held in trust by the Housing and Development Board;
“monthly parking coupon” means a parking coupon in Form 13 or 14;
“operating hours” means the days and times indicated on any parking sign;
“parking sign” means any parking sign placed or erected by the Superintendent in accordance with rule 2A of the Parking Places Rules (R 2) at or near any parking place indicating that such place is a parking place within section 4 of the Act;
“plans” means the plans of designated parking places and lists of roads approved by the Superintendent and which are available for inspection by the public free of charge during normal office hours at the office of the Deputy Superintendent of Car Parks (Urban Redevelopment Authority) 45 Maxwell Road, Singapore 069118;
“place of residence” means the address of a person registered with the National Registration Office;
“whole day parking coupon” means a parking coupon in Form 5, 6, 7 or 8.
Charges
3.—(1)  Except where a whole day or monthly parking coupon is used, the charges set out in each Part of the Schedule shall be payable for the parking of motor cars, motor vehicles, trailers or cranes during the operating hours of any of the parking places described in the plans relating to that Part.
(2)  The Superintendent may allow a person, who has his place of residence in the vicinity of any parking place described in the plans, to pay a reduced charge of $55 per month for the parking of a motor car or a motor vehicle the weight of which unladen does not exceed 1,500 kilograms in that parking place.
(3)  Where a person who has been allowed to pay the reduced charge under sub-paragraph (2) for the parking of a motor car or a motor vehicle in a parking place for any month of the year does not have his place of residence in the vicinity of that parking place throughout the whole period of that month, he shall, upon demand in writing by the Superintendent, pay within 14 days of such demand, the difference between the full amount of the charge payable for the parking of the motor car or motor vehicle in the parking place per month as set out in the Schedule and the reduced charge.
(4)  No person referred to in sub-paragraph (2) shall be allowed the reduced charge for more than one motor car or motor vehicle.
(5)  Where 2 or more persons have their place of residence in the same dwelling unit, only one of such persons shall be allowed the reduced charge referred to in sub-paragraph (2) and for one motor car or motor vehicle only.
(6)  A person who has been allowed the reduced charge under sub-paragraph (2) shall inform the Superintendent of any change of his place of residence within 7 days of such change.
(7)  Where a person is neither a citizen of Singapore nor a person registered with the National Registration Office, he shall, for the purposes of sub-paragraph (2), furnish to the satisfaction of the Superintendent proof of his place of residence in Singapore.
Charges for whole day or monthly parking coupons
4.  There shall be payable for the whole day or monthly parking coupons in the Forms set out in the first column the charges set out opposite thereto in the second column:

Revocation
5.  The Parking Places (Urban Redevelopment Authority) Order 1997 (S 275/97) is revoked.
