Road Traffic (Road Pricing) Rules

Citation
1.  These Rules may be cited as the Road Traffic (Road Pricing) Rules.
Definitions
2.  In these Rules, unless the context otherwise requires —
“restricted hours” means, except on a public holiday, Saturday or Sunday, the period from 7.30 a.m. to 9.30 a.m.;
“road pricing licence” means a licence issued in respect of a motor vehicle authorising the vehicle to enter a specified entry point on a road during restricted hours;
“specified entry point on a road” means such entry points on such roads as set out in the First Schedule.
Road pricing licence required during restricted hours
3.—(1)  No person shall, during the restricted hours, drive or ride or move a motor vehicle (not being a motor cycle) —
(a)into any specified entry point on a road as set out in Part I of the First Schedule unless there is in force in respect of such vehicle —
(i)a road pricing licence issued under these Rules; or
(ii)an area licence issued under rule 5(2) or (3) of the Road Traffic (Restricted Zone and Area Licences) Rules (R 12); or
(b)into any specified entry point on a road as set out in Part II of the First Schedule unless there is in force in respect of the motor vehicle —
(i)a road pricing licence issued under these Rules; or
(ii)an area licence issued under rule 5(3) of the Road Traffic (Restricted Zone and Area Licences) Rules.
(2)  No person shall, during the restricted hours, drive or ride or move a motor cycle into any specified entry point on a road as set out in Part I or II of the First Schedule unless there is in force in respect of the motor cycle —
(a)a road pricing licence issued under these Rules; or
(b)an area licence issued under rule 5(2) or (3) of the Road Traffic (Restricted Zone and Area Licences) Rules.
Application and issue of licence
4.  Upon application being made and upon payment of the prescribed fee, the Registrar or an authorised officer shall issue a road pricing licence in such form as the Registrar may approve.

5.  The fee for a road pricing licence issued under rule 4 shall be —
(a)in respect of a motor cycle, 70 cents per day or $14 per month; and
(b)in respect of any other vehicle, $2 per day or $40 per month.
Refund of fee — monthly road pricing licence
6.—(1)  A holder of a monthly road pricing licence may, at any time before the expiry of the licence, surrender his licence and apply for a refund of the fee paid for the unexpired period of the licence.
(2)  An application for a refund shall be made in such form as the Registrar may require and shall be delivered to the Registrar together with the licence.
(3)  The holder of the licence shall thereupon be entitled to a refund of the difference between the monthly fee already paid for the motor vehicle and the total amount which would have been payable if daily licences had been issued at the prescribed rate for that motor vehicle for the number of days in the month which have elapsed including the day on which the licence is delivered to the Registrar.
(4)  Any refund granted under this rule shall not in any case exceed 75% of the fee already paid.
(5)  No daily road pricing licence may be surrendered for a refund.
Display of road pricing licence
7.  The road pricing licence shall be affixed —
(a)in the case of a motor cycle with or without a side-car, in the licence holder mounted on its right handle bar facing forward so as to be clearly visible from the front at all times whether the motor cycle is in motion or stationary; and
(b)in the case of any other motor vehicle, to the near side upper corner of the glass windscreen facing forward so as to be clearly visible from the front at all times whether the vehicle is in motion or stationary.

8.  A sign as described in the Second Schedule shall be placed at the approach to a specified entry point on a road.
Exemption
9.  The following vehicles shall be exempted from the provisions of these Rules:
(a)ambulances;
(b)fire engines;
(c)police vehicles;
(d)omnibuses bearing index marks prefixed with alphabets “SBS”, “TIB” and “CSS”;
(e)Scheme B buses which operate regular scheduled services during peak hours under the SBS/Scheme B integrated service scheme; and
(f)motor cycles used by the Civil Defence Force for providing emergency ambulance service.
