Order 2019
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Transport makes the following Order:
Citation
1.  This Order is the Road Traffic (FORMULA 1 SINGAPORE AIRLINES SINGAPORE GRAND PRIX 2019 — Exemption) Order 2019.
Definitions
2.  In this Order —
“buggy” means any electrically operated four‑wheeled lightweight vehicle intended for short distance commuting;
“electric stand‑up vehicle” means any electrically operated three‑wheeled vehicle intended for short distance commuting;
“official label” means any official label issued by —
(a)the Ministry of Trade and Industry;
(b)Singapore GP Pte. Ltd.;
(c)the Singapore Police Force; or
(d)the Singapore Tourism Board;
“specified events” means the following events:
(a)the Fédération Internationale de 1’Automobile Formula One World Championship 2019;
(b)the Ferrari Challenge Trofeo Pirelli Asia Pacific Series 2019;
(c)the FIA Track Test 2019;
(d)the Formula 1 Pirelli Hot Laps;
(e)the Porsche Carrera Cup Asia 2019;
“unregistered motor vehicle” means a motor vehicle that is not registered under the Act but does not include a buggy.
Exemption for unregistered motor vehicle
3.—(1)  Subject to sub‑paragraph (2), sections 10, 10A, 11, 12, 15, 29, 34E and 91 of the Act and the Rules specified in the First Schedule do not apply to, or in relation to, an unregistered motor vehicle when it is used on any of the designated roads set out in Part 1 of the Second Schedule on any day from 18 September 2019 to 24 September 2019 (both dates inclusive) for the purpose of any of the specified events.
(2)  Sub‑paragraph (1) only applies —
(a)if there is in force a relevant policy of insurance in respect of the unregistered motor vehicle; and
(b)when the designated road is closed to the public.
(3)  In sub‑paragraph (2)(a), a relevant policy of insurance is a policy of insurance insuring the owner of an unregistered motor vehicle, and any other person (as may be specified in the policy) who drives that unregistered motor vehicle, jointly and severally against any liability which may be incurred by the owner of that unregistered motor vehicle, or by that person, in respect of the death of or bodily injury to any person caused by or arising out of the use of that unregistered motor vehicle in Singapore.
Exemption for buggy
4.—(1)  Subject to sub‑paragraph (2), sections 10, 10A, 11, 12, 15, 29, 34E and 91 of the Act and the Rules specified in the First Schedule do not apply to, or in relation to, a buggy when it is used on any of the designated roads set out in Part 2 of the Second Schedule on any day from 18 September 2019 to 24 September 2019 (both dates inclusive) for the purpose of any of the specified events.
(2)  Sub‑paragraph (1) only applies if —
(a)the buggy displays an official label;
(b)the buggy is driven by an individual who possesses a valid Class 3, 3A, 3C or 3CA driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27);
(c)there is in force a relevant policy of insurance in respect of the buggy; and
(d)the risk under the policy of insurance mentioned in sub‑paragraph (c) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.
(3)  In sub‑paragraph (2)(c), a relevant policy of insurance is a policy of insurance insuring the owner of a buggy, and any other person (as may be specified in the policy) who drives that buggy, jointly and severally against any liability which may be incurred by the owner of that buggy, or by that person, in respect of the death of or bodily injury to any person caused by or arising out of the use of that buggy in Singapore.
Exemption for electric stand‑up vehicle riders
5.—(1)  Section 5A of the Act does not apply to an individual riding an electric stand‑up vehicle on any of the designated roads set out in Part 2 of the Second Schedule under the following conditions:
(a)the electric stand‑up vehicle displays an official label;
(b)the individual possesses a valid Class 2 or 3 driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules;
(c)the electric stand‑up vehicle is ridden only between 18 September 2019 and 24 September 2019 (both dates inclusive) and in connection with any of the specified events;
(d)there is in force, at any time the electric stand‑up vehicle is used on any road, a relevant policy of insurance in respect of the electric stand‑up vehicle;
(e)the risk under the policy of insurance mentioned in sub‑paragraph (d) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.
(2)  In sub‑paragraph (1)(d), a relevant policy of insurance is a policy of insurance insuring the owner of an electric stand‑up vehicle, and any other person (as may be specified in the policy) who rides that electric stand‑up vehicle, jointly and severally against any liability which may be incurred by the owner of that electric stand‑up vehicle, or by that person, in respect of the death of or bodily injury to any person caused by or arising out of the use of that electric stand‑up vehicle in Singapore.
