Long Service and Good Conduct Medal
Rules 1994

It is hereby notified for general information that the President, having been pleased to approve the institution of a medal to be styled “The Singapore Police Service Long Service and Good Conduct Medal”, hereby makes the following Rules:

1. These Rules may be cited as the Singapore Police Service Long Service and Good Conduct Medal Rules 1994 and shall come into operation on 1st April 1994.

2.—(1) In these Rules, unless the context otherwise requires —

“eligible person” means any person who is or who was —

(a)	a police officer of the Singapore Police Force established under Part II of the Police Force Act (Cap. 235);
(b)	a special police officer of the Special Constabulary constituted under Part VIII of the Police Force Act (Cap. 235);
(c)	a prison officer of the Singapore Prisons Department appointed under Part III of the Prisons Act (Cap. 247);
(d)	an officer of the Central Narcotics Bureau appointed or deemed to have been appointed under section 3 of the Misuse of Drugs Act (Cap. 185);
(e)	a member of the Vigilante Corps established by the Vigilantes Corps Act (Cap. 343); and
(f)	a person liable for reserve service under the Enlistment Act (Cap. 93) and is or was rendering his reserve service in the Singapore Police Force, the Special Constabulary or the Vigilante Corps;

“Medal” means the Singapore Police Service Long Service and Good Conduct Medal;

“qualifying service” means all the time an officer or serviceman has rendered —

(a)	full-time continuous service in the Singapore Police Service, whether temporary, regular, mobilised or national service;
(b)	full-time continuous service in the Singapore Armed Forces or the Singapore Civil Defence Force, whether regular, mobilised or national service preceding service in the Singapore Police Service;
(c)	part-time service in the Special Constabulary or the Singapore Civil Defence Force;
(d)	reserve service in the Singapore Police Force, the Singapore Armed Forces, the Special Constabulary, the Vigilante Corps or the Singapore Civil Defence Force provided no account shall be taken of any period during which he was exempted from such reserve service;

“Singapore Armed Forces” means the force raised and maintained in accordance with the Singapore Armed Forces Act (Cap. 295);

“Singapore Civil Defence Force” means the force raised and maintained in accordance with the Civil Defence Act (Cap. 42);

“Singapore Police Service” means service in any of the following force, body or organisations:

(a)	Singapore Police Force;
(b)	Singapore Prisons Department;
(c)	Central Narcotics Bureau’
(d)	Special Constabulary;
(e)	Vigilante Corps.

(2) For the purposes of these Rules, unless the contrary intention appears, “service” means full-time service, reserve service, regular service, mobilised service or voluntary service.

(3) References in these Rules to a period of reserve service rendered by a person are references to the period in which such person was liable for reserve service.

3. A medal to be known as “The Singapore Police Service Long Service and Good Conduct Medal” may be awarded to an eligible person in recognition of his long and exemplary service and good conduct in the Singapore Police Service, subject to the minimum requirement in Rule 4.

4.—(1) An eligible person shall qualify for the award of the Medal if he has completed 12 years in continuous qualifying service.

(2) A Clasp may be awarded to a recipient of the Medal on his completion of 20 years of qualifying service and a second Clasp on his completion of 30 years of qualifying service. For each Clasp so awarded, a small silver star shall be added to the ribbon when worn alone.

(3) A period shall be treated as continuous for the purposes of paragraphs (1) and (2) notwithstanding —

(a)	a break of service for one day for the purpose of awarding a pension or gratuity under the Pensions Regulations set out in the First Schedule to the Pensions Act (Cap. 255);
(b)	any period of leave without pay, except that such period of leave shall not be counted towards the minimum requirement;
(c)	any period of disruption from full-time service, except that such period of disruption shall not be counted towards the minimum requirement;
(d)	any transfer of service from one of the forces, services, bodies and organisations to another either within or between the Singapore Police Service, the Singapore Civil Defence Force and the Singapore Armed Forces where such transfer is without a break of service.

5. The Medal or Clasp shall be awarded by the President acting in accordance with the recommendation of the Minister or of the following recommending authorities through the Minister:

(a)	the Commissioner of Police, where the eligible person is or at the time of service was a member of the Singapore Police Force, the Special Constabulary or the Vigilante Corps;
(b)	the Director of the Central Narcotics Bureau, where the eligible person is or at the time of the service was a member of the Central Narcotics Bureau;
(c)	the Director of Prisons, where the eligible person is or at the time of the service was a member of the Singapore Prisons Department.

6. The name of any person to whom the Medal or Clasp is awarded shall be published in the Gazette.

7.—(1) A person to whom the Medal or Clasp is awarded shall forfeit the Medal or Clasp —

(a)	if he is dismissed or dishonourable discharged from service in the Singapore Police Service; or
(b)	if the President so directs on the recommendation through the Minister, of the recommending authority under rule 5.

(2) Any Medal or Clasp forfeited may be restored by the President at his discretion.

(3) A notice of the forfeiture or restoration of any Medal or Clasp shall be published in the Gazette.

8. The loss or destruction of a Medal or Clasp shall, if the replacement is desired, be reported by the recipient to the recommending authority who may, if he is satisfied that the circumstances in which the loss or destruction occurred are such as to justify replacement, approve the replacement subject to payment made by the recipient to cover the cost of replacement thereof. No such report shall be made until 6 months after the alleged loss or destruction.

9. The Medal shall consist of a circular medal in silver measuring 3.6 centimetres in diameter and 0.3 centimetres in thickness. On the obverse side there shall be the Coat-of-Arms of the Republic of Singapore encircled by the inscription “PERKHIDMATAN POLIS SINGAPURA”. On the reverse side there shall be the head of a lion and circled by the inscription “PINGAT BAKTI SETIA” and below the lion’s head shall be a laurel wreath.

10. The Medal shall be worn by the recipient on the left side of the outer garment suspended by a ribbon 3.3 centimetres in width and 4.6 centimetres in length. The ribbon shall have vertical stripes of blue, gold and silver. The colours from the right and left to the centre of the ribbon shall be blue, gold, blue, silver and blue. The width of the outer blue stripes on each side and the blue stripe in the centre shall be 0.5 centimetres each and that of the other stripes shall be 0.3 centimetres.

11. The Medal shall be of the design set out in the Schedule.

12.—(1) Any person who has been awarded a medal under the provisions of —

(a)	the Colonial Police Long Service Medal Regulations 1958 (G.N. No. S 286/58);
(b)	the Singapore Police Long Service Medal Regulations 1961 (G.N. No. S 297/61);
(c)	the Singapore Police Long Service and Good Conduct Medal Rules 1974 (S 304/74);
(d)	the Colonial Special Constabulary Medal Regulations 1957 (G.N. No. 3390/57);
(e)	the Singapore Special Constabulary Medal Regulations 1961 (S 298/61);
(f)	the Vigilante Corps Long Service and Good Conduct Medal Rules 1974 (S 305/74); or
(g)	the Singapore Armed Forces Long Service and Good Conduct Medal Rules 1973,

shall be treated for the purposes of these Rules as if the award of the medal had been made under these Rules and such person shall be eligible for the awards of a Clasp to the medal under these Rules if the requirements in rule 4 are satisfied.

(2) The following Rules and Regulations are revoked:

(a)	the Singapore Police Long Service and Good Conduct Medal Rules 1974 (S 304/74);
(b)	the Singapore Special Constabulary Medal Regulations 1961 (S 298/61); or
(c)	the Vigilante Corps Long Service and Good Conduct Medal Rules 1974.
