Singapore Police Long Service and
Good Conduct Medal Rules 1974
It is hereby notified for general information that the President, having been pleased to approve the institution of a medal to be styled “The Singapore Police Long Service and Good Conduct Medal”, hereby makes the following Rules:
1.  These Rules may be cited as the Singapore Police Long Service and Good Conduct Medal Rules 1974 and shall come into operation on 1st January 1974.
2.—(1)  A medal to be known as the Singapore Police Long Service and Good Conduct Medal (hereinafter in these Rules referred to as the “Medal”) may be awarded to all officers of the Singapore Police Force who have completed 12 years continuous service in recognition of their long service and good conduct in the said Force.
(2)  A Clasp may be granted to a recipient of the Medal on his completing 20 years’ qualifying service and a second Clasp on his completing a total of 30 years’ qualifying service. For each Clasp so awarded, a small silver star may be added to the ribbon when worn alone.
(3)  For the purpose of this rule, qualifying service shall include —
(a)full-time service in the Singapore Armed Forces, whether Regular, Mobilised or National Service, immediately preceding service in the Singapore Police Force; or
(b)service in the Royal Malaysian Police Force during the period when Singapore formed part of Malaysia, provided that on Singapore’s separation from Malaysia Service was renewed in the Singapore Police Force without break in continuity.
3.  The Medal or Clasp may be awarded to all officers of the Singapore Police Force whose service has been reckoned as exemplary by the Minister.
4.  The Medal shall be awarded by the President on the recommendation of the Commissioner of Police through the Minister.
5.  The names of the persons to whom the Medal is awarded shall be published in the Gazette.
6.—(1)  If a person to whom the Medal or the Clasp has been awarded under these Rules is convicted of a criminal offence or is dismissed or removed from the Singapore Police Force for disciplinary reasons, he shall forfeit the Medal and the Clasp, unless the President shall otherwise direct.
(2)  A Medal or Clasp so forfeited may be restored to the recipient by the President at his discretion.
(3)  A notice of the forfeiture or the restoration thereof shall be published in the Gazette.
7.  The loss or destruction of a Medal shall, if replacement is desired, be reported by the recipient to the Commissioner of Police, who may, if he is satisfied that the circumstances in which the loss or destruction occurred are such as to justify replacement, forward a report and recommendation for replacement to the President through the Minister. No such report shall be forwarded, until 6 months after the date of the alleged loss or destruction.
8.—(1)  The Medal shall consist of a circular medal in silver having on the obverse side the Coat of Arms of the Republic of Singapore encircled by the inscription “POLIS REPABLIK SINGAPURA”. On the reverse side shall be the head of a lion encircled by the inscription “PINGAT BAKTI SETIA”, and below the lion’s head shall be a laurel wreath.
(2)  The name of the person to whom the Medal is awarded and the date of award shall be inscribed around the outer rim of the Medal.
(3)  The Medal shall be worn on the left side of the outer garment suspended by a ribbon 3.3 centimetres in width and 4.6 centimetres in length. The ribbon shall have vertical stripes of blue, gold and silver. The width of the outer blue stripes shall be 0.5 centimetres, the width of the gold stripes, the inner blue stripes and the silver stripes shall be 0.3 centimetres each, and the width of the blue stripes in the middle of the ribbon shall be 0.5 centimetres. The colours from the right and left to the middle of the ribbon shall be blue, gold, blue, silver and blue.
9.  The Medal shall be of the design set out in the Schedule to these Rules.
10.  No person who has been awarded the Colonial Police Long Service Medal under the provisions of the Colonial Police Long Service Medal Regulations, 1958 (G.N. No. S 286/58) or the Singapore Police Long Service Medal under the provisions of the Singapore Police Long Service Medal Regulations 1961 (G.N. No. S 297/61), shall be eligible for the award of a Medal under these Rules:
Provided that nothing in these Rules shall be construed as precluding such person from being awarded a Clasp to the Colonial Police Long Service Medal or receiving any allowance pertaining thereto.
11.  The Colonial Police Long Service Medal Regulations 1958, and the Singapore Police Long Service Medal Regulations 1961, are hereby cancelled, except in so far as the said Regulations relate to the award of Clasps to holders of the Colonial Police Long Service Medal and the Singapore Police Long Service Medal.
