Pingat Pentadbiran Awam
(The Public Administration Medal) Rules 1996

The President is pleased to approve the institution of a Medal to be styled the Pingat Pentadbiran Awam or the Public Administration Medal, the award of which shall be governed by the following Rules:

1. These Rules may be cited as the Pingat Pentadbiran Awam (The Public Administration Medal) Rules 1996 and shall come into operation on 2nd August 1996.

2. The Medal shall be designated and styled the Pingat Pentadbiran Awam or the Public Administration Medal.

3. There shall be 3 grades of the Medal, namely, gold, silver and bronze.

4. The Medal may be awarded to any of the following persons for outstanding efficiency, competence and industry:

(a)	any person who is or has been a public officer;
(b)	any person who is or has been an officer employed by any statutory authority (other than a Town Council);
(c)	any person who is or has been in the service of any organisation, association or body rendering services in the field of education; [S 17/2017 wef 13/01/2017]
(d)	any person who is or has been employed in any company which is wholly-owned by the Government and which is carrying on business mainly as an agent or instrumentality of the Government; [S 347/2002 wef 16/07/2002] [S 17/2017 wef 13/01/2017]
(e)	any person who is or has been employed as a member of the personal staff of the President. [S 17/2017 wef 13/01/2017]

5. The Medal shall consist of 4 integrated and perforated pentagons having, on the obverse side, a four-pointed star upon which shall be a shield bearing a crescent and 5 stars. Below the shield there shall be a scroll bearing the inscription “PINGAT PENTADBIRAN AWAM”. The reverse side of the Medal shall bear the State Arms.

6. The Medal shall be of the design as set out in the Schedule.

7. The Medal shall be worn on the left side of the outer garment suspended by a ribbon. The ribbon shall consist of a red centre band flanked immediately on each side by a white stripe, followed by a grey stripe with a thin red stripe, in the centre, then a white band, a thin grey stripe, a thin red stripe and finally, a grey band, in that order.

8.—(1) Subject to paragraph (2), where a person to whom a Medal of a particular grade has been previously awarded performs any special act or service deserving the award of a Medal of that grade but not of a higher grade, the person may be presented with a Bar to that medal of that grade.

(2) A person to whom a Medal of a particular grade has been previously awarded may be awarded not more than one Bar to the Medal of that grade.

(3) A Bar to any Medal of any grade shall be silver-gilt and shall be attached to the ribbon by which the Medal is suspended.

9. The names of the persons to whom the Medal or a Bar thereto is awarded shall be published in the Gazette and a register of such names shall be kept in the office of the Prime Minister.

10. The President may forfeit any Medal or Bar awarded to any person under these Rules if —

(a)	the person is convicted of a criminal offence;
(b)	the person is dismissed from the public service or any form of service or employment mentioned in rule 4(b), (c), (d) or (e); or
(c)	the person is guilty of misconduct or disloyalty to Singapore.

11.—(1) The Rules governing the award of the Pingat Pentadbiran Awam (The Public Administration Medal) (hereafter referred to as the revoked Rules) published as Notification No. S 94 in the Subsidiary Legislation Supplement to the Gazette of 31st of May 1963 are revoked.

(2) Any person to whom a Public Administration Medal thereto has been awarded under the revoked Rules is deemed to have been awarded the Medal under these Rules.
