Singapore Armed Forces Overseas Service Medal
Rules 2006
The President is pleased to approve the institution of a medal to be styled “The Singapore Armed Forces Overseas Service Medal”, the award of which shall be governed by the following Rules:
Citation and commencement
1.  These Rules may be cited as the Singapore Armed Forces Overseas Service Medal Rules 2006 and shall come into operation on 1st October 2006.
Designation of Medal
2.  The Medal shall be designated and styled the Singapore Armed Forces Overseas Service Medal (the Medal).
Award of Medal, Star, Bar and Bar (Enhanced)
3.—(1)  The Medal may be awarded to any person who, whilst being a member of the Singapore Armed Forces, was engaged in service in an area outside Singapore which satisfies one or more of the following conditions:
(a)service of a continuous period of 96 hours or more in any operation against the enemy;
(b)service of an aggregate of 30 days or more within a period of 12 months when employed in support of any formation, unit or sub-unit of any force engaged in any operation against the enemy;
(c)service of an aggregate of 14 days or more within a period of 180 days when engaged in any operation involving the keeping of peace, restoring of law and order, or provision of humanitarian aid or rescue, or in any relief operation, in support of any foreign government.
(2)  Service rendered by a member of the Singapore Armed Forces whilst undergoing a training course shall not qualify as service for the award of the Medal, unless —
(a)the member has provided any assistance or service in any operation specified in paragraph (1)(c); and
(b)such assistance or service goes beyond the requirements of the training course.
(3)  A Bronze Star shall be awarded, in addition to the Medal or a Bar or Bar (Enhanced), if the service in respect of which he is awarded the Medal, Bar or Bar (Enhanced) involved hostile action or considerable personal risk.
(4)  A person to whom the Medal has been awarded for his participation in any operation shall be awarded a Bar if he further qualifies for the award of the Medal through his participation in a different operation.
(5)  Subject to paragraph (7), a person to whom the Medal or a Bar has been awarded for his participation in any operation shall be awarded a Bar (Enhanced) for his further participation in that operation if he further qualifies for the award of the Medal for his further participation and either of the following applies:
(a)he satisfies the condition specified in paragraph (1)(c), and his further participation commenced at least 180 days after the end of his last tour of duty in that operation for which he was awarded the Medal or Bar or any Bar (Enhanced); or
(b)he renders service of a continuous period of 180 days or more in that operation.
(6)  Subject to paragraph (7), a person to whom a Bar (Enhanced) has been awarded shall qualify under paragraph (5) for the award of another Bar (Enhanced) in respect of —
(a)each separate instance of further participation under paragraph (5)(a); and
(b)each separate instance of service under paragraph (5)(b).
(7)  The Bar (Enhanced) may be awarded to each member of the Singapore Armed Forces a maximum of 4 times in respect of any particular operation.
Non-completion of qualifying period of service
4.—(1)  Notwithstanding paragraph (1) of rule 3, a member of the Singapore Armed Forces who —
(a)was engaged in any service referred to in that paragraph; and
(b)fell short of the qualifying period referred to in that paragraph on account of his death or his evacuation owing to injury or other disability,
shall qualify for the award of the Medal if the death, injury or disability was attributable to such service.
(2)  Notwithstanding paragraph (1) of rule 3, a member of the Singapore Armed Forces who —
(a)was engaged in any service referred to in that paragraph; and
(b)fell short of the qualifying period referred to in that paragraph,
shall qualify for the award of the Medal if he has been awarded any Singapore Honours, Decoration or Medal for gallantry displayed whilst he was engaged in such service.
Medal, Star, Bar and Bar (Enhanced) to be awarded by Armed Forces Council
5.—(1)  The Medal, Star, Bar and Bar (Enhanced) shall be awarded by the Armed Forces Council.
(2)  The Armed Forces Council may waive the qualifying conditions referred to in rule 3 in respect of any member of the Singapore Armed Forces if the Armed Forces Council is satisfied that the member had been engaged in exceptional service or service in exceptional circumstances.
Description of Medal
6.—(1)  The Medal shall be in the shape of an 8-pointed star which shall not be larger than 40 millimetres across.
(2)  The obverse side of the Medal shall bear the design of the Singapore Armed Forces Tri-Service insignia mounted on a purple circular base 18 millimetres in diameter.
(3)  The reverse side of the Medal shall bear the inscription “For Overseas Service”.
(4)  The name of the person who is awarded the Medal shall be inscribed on the reverse side of the Medal.
(5)  The Medal shall be of the design set out in the Schedule.
Description of Bar
7.  The Bar shall —
(a)be represented by a clasp to be attached to the ribbon by which the Medal is suspended;
(b)be 34 millimetres in length and 7 millimetres in width, with a laureated border along the base, left and right; and
(c)bear the name of the country where, and the year in which, the service was performed.
Description of Bar (Enhanced)
8.—(1)  The Bar (Enhanced) shall —
(a)be represented by a clasp, with one or more laureates of 4 millimetres width along the upper edge, to be attached to the ribbon by which the Medal is suspended;
(b)be 34 millimetres in length and 7 millimetres in width, with a laureated border along the base, left and right; and
(c)bear the name of the country where, and the year in which, the service was performed.
(2)  The first award of the Bar (Enhanced) shall be represented by a Silver clasp with one laureate.
(3)  The second award of the Bar (Enhanced) shall be represented by a Silver clasp with 2 laureates.
(4)  The third award of the Bar (Enhanced) shall be represented by a Gold clasp with one laureate.
(5)  The fourth award of the Bar (Enhanced) shall be represented by a Gold clasp with 2 laureates.
(6)  Where a person is awarded the Bar (Enhanced) more than once for any operation, the clasp representing the last award of the Bar (Enhanced) for that operation shall replace the clasp representing every earlier award of the Bar (Enhanced) for that operation.
Description of Star
9.—(1)  The Bronze Star shall be a 5-pointed star and shall be 10 millimetres in diameter.
(2)  Where a person has been awarded 5 Bronze Stars, a Silver Star of the same dimension shall be worn in lieu of the 5 Bronze Stars.
Wearing of Medal, Star, Bar and Bar (Enhanced)
10.—(1)  The Medal shall be worn on the left side of the outer garment and suspended by a ribbon 35 millimetres in width and 50 millimetres in length.
(2)  The ribbon shall be purple with a blue stripe 3 millimetres in width in the centre and a yellow stripe 3 millimetres in width on either side of the blue stripe.
(3)  The Bar shall be attached to the ribbon by which the Medal is suspended.
(4)  The Bar (Enhanced) shall be attached to the ribbon by which the Medal is suspended.
(5)  Where a person has been awarded 2 or more Bars, 2 or more Bars (Enhanced), or one or more Bars and one or more Bars (Enhanced), each Bar or Bar (Enhanced) shall be worn above every other Bar or Bar (Enhanced), if any, which was awarded earlier.
(6)  Each Bronze Star or Silver Star shall be attached below the Bar or Bar (Enhanced), as the case may be, and in the centre of the ribbon.
Publication of award, etc.
11.  The names of the persons to whom the Medal, Bar, Bar (Enhanced) or Star is awarded shall be published in the Formation or Unit orders and a register of such names shall be kept in the Ministry of Defence.
Replacement of Medal, Star, Bar or Bar (Enhanced)
12.  If the Permanent Secretary to the Ministry of Defence is satisfied that a Medal, Star, Bar or Bar (Enhanced) has been lost or destroyed, he may replace it upon payment by the person entitled to it of a sum sufficient to cover the cost of the replacement.
Forfeiture of Medal, Star, Bar or Bar (Enhanced)
13.—(1)  The Armed Forces Council may forfeit any Medal, Star, Bar or Bar (Enhanced) awarded to any person under these Rules if he ––
(a)is convicted by a court in Singapore of any criminal offence;
(b)is dismissed or removed from the Singapore Armed Forces on disciplinary grounds; or
(c)is guilty of misconduct or disloyalty to Singapore.
(2)  Any Medal, Star, Bar or Bar (Enhanced) so forfeited may be restored by the Armed Forces Council.
(3)  For the avoidance of doubt, in paragraph (1)(a), “court” does not include any subordinate military court or the Military Court of Appeal.
Revocation
14.—(1)  The Singapore Armed Forces Overseas Service Medal Rules 1998 (G.N. No. S 62/98) are revoked.
(2)  Any person who has been awarded a Singapore Armed Forces Overseas Service Medal under the revoked Rules shall be deemed to have been awarded a Medal under these Rules.
