SINGAPORE ARMED FORCES
OVERSEAS SERVICE MEDAL Rules 1998
The President is pleased to approve the institution of a medal to be styled “The Singapore Armed Forces Overseas Service Medal”, the award of which shall be governed by the following Rules:
Citation and commencement
1.  These Rules may be cited as the Singapore Armed Forces Overseas Service Medal Rules 1998 and shall be deemed to have come into operation on 4th September 1997.
Designation of Medal
2.  The Medal shall be designated and styled the Singapore Armed Forces Overseas Service Medal.
Award of Medal, Star and Bar
3.—(1)  The Medal may be awarded to any person who, whilst being a member of the Singapore Armed Forces, was engaged in service in an area outside Singapore which satisfies one or more of the following conditions:
(a)service of 96 hours or more in any operation against the enemy;
(b)service of 30 days or more, in aggregate, in a period of 12 months when employed in support of any formation, unit or sub‑unit of any force engaged in operations against the enemy;
(c)service of 14 days or more when engaged in operations involving the keeping of peace, restoring of law and order, provision of humanitarian aid or rescue, or relief operations, in support of any foreign government.
(2)  Service rendered by a member of the Singapore Armed Forces whilst undergoing a training course shall not qualify as service for the award of the Medal unless the member has provided any assistance or service in any operation referred to in paragraph (1) (c) and such assistance or service goes beyond the requirements of the training course.
(3)  A Bronze Star shall be awarded if such service involves hostile action or considerable personal risk.
(4)  If a person to whom the Medal has been previously awarded further qualifies for the award of the Medal, he shall be presented a Bar to be attached to the ribbon by which the Medal is suspended.
Non‑completion of qualifying period of service
4.—(1)  Notwithstanding rule 3 (1), a member of the Singapore Armed Forces —
(a)who was engaged in any service referred to in that rule; and
(b)who fell short of the qualifying period referred to in that rule on account of his death or his evacuation owing to an injury or other disability,
shall qualify for the award of the Medal if the death, injury or disability was attributable to such service.
(2)  Notwithstanding rule 3 (1), a member of the Singapore Armed Forces —
(a)who was engaged in any service referred to in that rule; and
(b)who fell short of the qualifying period referred to in that rule,
shall qualify for the award of the Medal if he has been awarded any Singapore Honours, Decoration or Medal for gallantry displayed whilst he was engaged in such service.
Medal to be awarded by Armed Forces Council
5.—(1)  The Medal, Star and Bar shall be awarded by the Armed Forces Council.
(2)  The Armed Forces Council may waive the qualifying conditions referred to in rule 3 (1) in respect of any member of the Singapore Armed Forces if the Armed Forces Council is satisfied that the member had been engaged in exceptional service or service in exceptional circumstances.
Description of Medal
6.—(1)  The Medal shall be of cupronickel.
(2)  The obverse side of the Medal shall bear the design of the Singapore Armed Forces Joint Staff insignia.
(3)  The reverse side of the Medal shall bear the inscription “For Overseas Service”.
(4)  The name of the person who is awarded the Medal shall be inscribed on the reverse side of the Medal.
(5)  The Medal shall be of the design set out in the Schedule.
Description of Bar
7.  The Bar shall be of cupronickel and shall be 32 millimetres in length and 7 millimetres in width, with a laureated border and bearing the name of the country where, and the year in which, the service was performed.
Description of Star
8.—(1)  The Bronze Star shall be a five pointed star and shall be 10 millimetres in diameter. A Silver Star of the same dimension shall be worn in lieu of the five Bronze Stars.
Wearing of Medal and Bar
9.—(1)  The Medal shall be worn on the left side of the outer garment and suspended by a ribbon 32 millimetres in width and 50 millimetres in length.
(2)  The ribbon shall be purple with a blue stripe 3 millimetres in width in the centre and a yellow stripe 3 millimetres in width on either side of the blue stripe.
(3)  The Bar shall be attached to the ribbon by which the Medal is suspended.
(4)  The Bronze Star shall be attached below the bar to the Medal and in the centre of the ribbon.
Publication of Award
10.  The names of the persons to whom the Medal, Bar or Star is awarded shall be published in the Formation or Unit orders and a register of such names shall be kept in the Ministry of Defence.
Replacement of Medal, Star or Bar
11.  If the Permanent Secretary to the Ministry of Defence is satisfied that a Medal, Star or Bar has been lost or destroyed, he may replace it upon payment by the person entitled to it of a sum sufficient to cover the cost of the replacement.
Revocation
12.—(1)  The Singapore Armed Forces Overseas Service Medal Rules 1973 (G.N. No. S 58/73) are revoked.
(2)  Any person who has been awarded a Singapore Armed Forces Overseas Service Medal under the revoked Rules shall be deemed to have been awarded a Medal under these Rules.
