3. The Schedule to the Singapore Totalisator Scheme is varied —| (a) | by inserting, immediately after the word “Parliament” at the end of paragraph 1.16 of Part I, the following words:| “, except that, in the case of betting on a totalisator in connection with any horse race, the term shall not include the amount of duty charged under the Betting and Sweepstake Duties Act in respect of such betting”. |

| | (b) | by inserting, immediately after by-law 2.29 in Part II, the following by-law:| “2.29A. The Club may declare a minimum guaranteed net pool amount for a particular pool or pools. In the event that the net pool is less than the minimum guaranteed amount, the Club shall increase the net pool to the minimum guaranteed amount before the net pool is divided in accordance with the By-laws.”; |
