| 15. Conditions of the Four Digit Numbers Game |
|
| 15.1 An investor is required to select a 4-Digit number from 0000 to 9999 for the relevant draw. |
|
| 15.2 The correct matching of a 4-Digit number selected by the investor with one or more of the winning 4-Digit numbers drawn will entitle the investor to such prize or prizes as may be specified in these conditions. |
|
| 15.3 The Board reserves the right to limit the total number of investments to be accepted (for the 4-Digit Numbers Game BIG or the 4-Digit Numbers Game SMALL) on any one number. |
|
| 15.4 The unit of investment per 4-Digit number selected shall be $1 or multiples of $1, which amount shall be inclusive of Government tax. |
|
| 15.5.1 An investor may make a System Entry investment whereby he purchases bets on all possible permutations of a selected 4-Digit number. |
|
| 15.5.2 The amount payable for a System Entry investment shall be the number of possible permutations of the 4-Digit number selected by the investor, multiplied by the units invested and the number of draw days selected by the investor. |
|
| 15.5.3 An investor who makes a System Entry investment will be entitled to one or more prizes in the event that any permutation of a 4-Digit number selected by him for any draw matches one or more of the winning 4-Digit numbers drawn under these conditions for that draw. |
|
| 15.6 The prizes in respect of the 4-Digit Numbers Game BIG (commonly known as 4-D BIG) shall be as follows: |
|
|

| | | $2,000 for every $1 investment |
|
| | | $1,000 for every $1 investment |
|
| | | $500 for every $1 investment |
|
| | | $250 for every $1 investment |
|
| | | $65 for every $1 investment |
|
| 15.7 The prizes in respect of the 4-Digit Numbers Game SMALL (commonly known as 4-D SMALL) shall be as follows: |
|
|
| | |
| | | $3,000 for every $1 investment |
|
| | | $2,000 for every $1 investment |
|
| | | $900 for every $1 investment |
|
| 15.8 The Board may, with the approval of the Minister, change the prize structure provided that such alterations are made before the bets for the relevant draw are open for sale. |
|
| 15.9 Draws are to be held at such times and places, on such dates and in such manner as may be decided by the Board. In the event that the Board considers it impossible, impractical or inappropriate for a draw to be conducted on a date previously determined by it, the 4-Digit bets sold for the affected draw shall be valid for the postponed draw to be conducted on such date and at such time and place as may be decided by the Board. |

| 15.10 The Board may conduct the draws on its own or with such other organisation as may be decided by the Board, or may adopt the winning numbers, or part of the winning numbers, of the draws conducted by such other organisation to be the winning numbers of the draws conducted under these conditions. |
|
| 15.11 When the Board adopts the winning numbers or part of the winning numbers of a draw conducted by such other organisation, the Board reserves the right to alter the prize structure in accordance with paragraph 15.8. |
|
| 15.12 In the event of a 4-Digit number being drawn more than once in the same draw, the investor who has selected the matching 4-Digit number will be entitled to all the prizes for that drawn number. |
|
| 15.13 Payment of the prize to the person presenting the winning ticket or crediting the betting account of the winning bet with the prize the winning bet is entitled to shall be a full discharge of the Board’s liability in respect of the winning bet. |
|
| 15.14 Any person claiming a prize may be required to produce his identity card or other document of identity acceptable to the Board and to submit a duly completed claim form to the Board. |
|
| 15.15 No request to suspend payment in respect of a lost ticket (regardless of how the owner had lost the ticket) will be entertained unless — |
|
| (a) the loss of the ticket is notified to the Board, in writing, before the relevant draw is conducted; and |
|
| (b) such written notification is submitted with a police report containing sufficient details relating to the loss which, in the sole opinion of the Board, justifies the withholding of any payment on the allegedly lost ticket. |
|
| The Board’s decision whether to withhold payment or to proceed with payment on any allegedly lost ticket shall be final and conclusive. |
|
| 15.16 In the event of any dispute as to the rightful ownership of any betting ticket, and if written notice of such dispute is received by the Board before the payment of a prize to any person producing the winning ticket, the payment of the prize may be withheld until the Board decides on the rightful ownership of the winning ticket. The Board’s decision shall be final. |
|
| 15.17 In order to qualify for payment of any prize under these conditions, a winning ticket must satisfy all the following requirements: |
|
| (a) the ticket must have been issued by the Board or the Board’s authorised agents or Singapore Pools or Singapore Pools’ authorised retailer; |
|
| (b) the selected 4-Digit number and draw number must have been recorded in the computer records prior to the close of sale for the relevant draw and the particulars printed on the ticket must be identical in every respect with the particulars in the computer records; |
|
| (c) the ticket must not be torn, mutilated, defaced or disfigured in any manner; |
|
| (d) the ticket must not be recorded as cancelled or already paid in the computer records; |
|
| (e) the ticket must not be altered or tampered with in any manner; and |
|
| (f) the ticket must satisfy all security checks determined or adopted by the Board. |
|
| 15.18 In the event that the particulars printed on a betting ticket differ from the particulars in the computer records, the particulars recorded in the computer records shall be recognised as correct for the purposes of these conditions and for the payment of prizes. |
|
| 15.19 The Board’s decision as to whether or not a ticket presented for payment of a prize has satisfied the requirements in paragraph 15.17 shall be final and conclusive. |
|
| 15.20 For the avoidance of doubt, paragraphs 15.17, 15.18, 15.19 and 15.20 shall not limit, exclude or prejudice any other requirements under the Singapore Totalisator Scheme which must be satisfied before a betting ticket is entitled to a prize or dividend. |
|
| 15.21 The Board and its agents shall make no representation of any kind about the computer system used to conduct the Four Digit Numbers Game and shall not in any way be liable for any loss or damage suffered by any person as a result of the operation of the computer system or the failure of the computer system to operate. |
|
| 15.22 All persons purchasing bets in the Four Digit Numbers Game (4-D BIG or 4-D SMALL) shall be deemed to accept and shall be bound by these conditions. |
|
| 15.23 All other disputes not covered by these conditions shall be referred to the Board whose decision shall be final. |
|
| 15.24 Full payment of prizes will be guaranteed by the Board. |
