Town Council of Moulmein-Kallang
(Fee for Late Payment of Conservancy
and Service Charges) By-laws 2011

In exercise of the powers conferred by section 24(2)(a) of the Town Councils Act, the Town Council for the Town of Moulmein‑Kallang hereby makes the following By-laws:

Citation and commencement

1. These By-laws may be cited as the Town Council of Moulmein-Kallang (Fee for Late Payment of Conservancy and Service Charges) By-laws 2011 and shall come into operation on 1st January 2012.

Late fee for conservancy and service charges in arrears

2.—(1) Where any conservancy and service charge payable by any tenant or owner to the Town Council of Moulmein-Kallang is in arrears, the tenant or owner shall be liable to pay to the Town Council a late fee of —

(a)	$1.50 for every reminder;
(b)	$3.50 for every demand letter; and
(c)	$10 for every final notice,

issued by or on behalf of the Town Council to the tenant or owner in respect of the arrears.

(2) Where any conservancy and service charge payable by any tenant or owner to the Town Council remains unpaid for a period of more than 5 months from the date on which it is due, the tenant or owner shall, in addition to any late fee which may be imposed under paragraph (1), be liable to pay to the Town Council, a further late fee of $50.

(3) The late fee referred to in paragraph (2) shall not be payable more than once in respect of any same period of 5 months or part thereof.

Remission

3. The Town Council may, in its discretion, remit wholly or in part any late fee payable under these By-laws.

Cessation

4. The Town Council of Jalan Besar (Fee for Late Payment of Conservancy and Service Charges) By-laws (By 65) shall cease to have effect with respect to the areas in the former Town of Jalan Besar that are now comprised in the Town of Moulmein-Kallang.
