Constitution (Amendment No. 2) Bill

An Act to amend the Constitution of Singapore.
Be it enacted by the President with the advice and consent of the Parliament of Singapore, as follows: —
Short title
1.  This Act may be cited as the Constitution (Amendment No. 2) Act, 1968.
Amendment of Article 55
2.  Clause (1) of Article 55 of the Constitution of Singapore is hereby amended —
(a)by inserting immediately after the word “Singapore” appearing in the third line thereof the expression “, by birth or by registration”; and
(b)by deleting the full-stop appearing at the end thereof and substituting therefor a colon and by inserting immediately thereafter the following further proviso: —
And provided further that where such person is born of a father who is a citizen of Singapore by registration at the time of the birth, he would not acquire the citizenship of that country in which he was born by reason of his birth in that country.”.
Amendment of Article 60
3.  Clause (3) of Article 60 of the Constitution of Singapore is hereby amended by inserting immediately after the word “under” appearing in the second line thereof, the expression “section 13 of the Singapore Citizenship Ordinance, 1957, or”.
Amendment of Article 63
4.  Clause (2) of Article 63 of the Constitution of Singapore is hereby amended by inserting immediately after the word “members” appearing in the last line thereof, the words “chosen from a panel to be”.
Amendment of Article 66
5.  Article 66 of the Constitution of Singapore is hereby amended —
(a)by deleting the full-stop appearing at the end thereof and substituting therefor a colon; and
(b)by inserting immediately thereafter the following proviso: —
Provided that where the Government is satisfied that such a certificate was obtained in circumstances set out in paragraph (a) or (b) of clause (1) of Article 62 of this Constitution, the Government may by order cancel such certificate.”.
