Certificate of Honour — Rules

The following rules governing the award of Certificates of Honour in the Colony of Singapore are published for general information:—

1. A Certificate of Honour shall consist of a scroll, bearing the portrait of HER MAJESTY the QUEEN and the signature and seal of His Excellency the Governor and Commander-in-Chief or of the Officer Administering the Government.

2. Recipients of a Certificate of Honour shall be entitled to wear a silver gilt Badge, to be known as “the Badge of Honour”, bearing on the obverse the approved portrait of HER MAJESTY THE QUEEN and on the reverse the armorial bearings of the Colony surrounded by the inscription in English characters “Singapore”.

3. The Badge of Honour may be worn on ceremonial occasions and on occasions when Orders, Decorations and Medals are worn.

(i)	The Badge of Honour may be worn either as a neck Badge, or as a breast Badge;
(ii)	when worn as a neck Badge it shall be worn pendant from a ribbon of watered silk 40 inches in length and one and half inches wide, coloured red, white and blue in equal vertical stripes;
(iii)	when worn as a breast Badge it shall be of a smaller size, worn from a ribbon of similar texture and colour as for the neck Badge, the ribbon to be of the standard size for decorations worn at the breast.

5. The Badge will be worn as a breast Badge with European dress on official occasions when full size Medals are worn.

6. Miniatures of the breast Badge may be worn when miniatures are worn.

7. Those persons awarded the Badge in future will be offered the alternative of the free issue of either the present type neck Badge or a breast Badge, one or the other, the second being issued only on payment by the recipient.

8. The Badge of Honour will be placed immediately after the Colonial Police Medal for Meritorious Service in the official order in which Orders, Decorations and Medals are worn.

9. Certificates of Honour shall only be awarded to persons who have resided in the Colony of Singapore for a period of at least 15 years; provided that in cases of extraordinary merit the Certificate may be awarded to persons who have so resided for a less period than 15 years. Not more than 6 Certificates shall be awarded in any one year.

10. Notification of the award of Certificates of Honour shall ordinarily be made a special “Honours” Supplement of the Government Gazette, to be published on the birthday of HER MAJESTY THE QUEEN.

11. At the first convenient date after such notification the recipient of a Certificate of Honour shall, on a ceremonial occasion, be invested with the ribbon and badge together with the scroll of a Certificate of Honour by the Governor on behalf of HER MAJESTY THE QUEEN, or by such person as she shall designate to represent her for that purpose.

12. If any person to whom the Certificate has been awarded shall be guilty of misconduct or of disloyalty to the Government he may be deprived of it by the Governor or Officer Administering the Government, who shall have power also to restore it to him.

13. Upon forfeiture of the Certificate or upon the death of any recipient the badge shall be returned forth-with to the Governor or Officer Administering the Government unless he shall in any instance deem other-wise expedient; but in no case shall the badge be worn by any other than the person to whom the Certificate was awarded.

14. The Governor or Officer Administering the Government is empowered to make, amend or dispense with such executive regulations, not inconsistent with these Rules, as he may deem advisable for the better conduct of all matters relating to the procedure to be observed in respect of Certificates of Honour.

The Rules published as Notification No. 773 in the Gazette of 7th May, 1926, are hereby cancelled.
