Citation
1.  These Regulations may be cited as the Cattle Regulations.
Definitions
2.—(1)  In these Regulations, unless the context otherwise requires —
“cattle-shed” means any building used or intended to be used for the keeping of buffaloes, cows, oxen, sheep and goats;
“licensee” means the person who has been granted a licence in respect of a place under section 4(1) of the Act;
“licensed premises” means premises which have been licensed under section 4(1) of the Act;
“stable” means a building used or intended to be used for the keeping of horses.
(2)  A “licensed stable” or a “licensed cattle-shed” shall include the land appurtenant to the licensed stable or licensed cattle-shed, as the case may be.
Inspection and display of licence
3.—(1)  The Commissioner shall at all reasonable times have free access to every part of the licensed premises.
(2)  Every licensee shall keep his licence exhibited at all times in some prominent place within the licensed premises and shall produce the licence to the Commissioner for inspection whenever he is required to do so.
Particulars in application
4.—(1)  Every application for a licence to use any place as a stable or cattle-shed shall state the number of cattle to be kept therein and shall be accompanied by a plan showing the site and extent of the land appurtenant to the stable or cattle-shed, as the case may be.
(2)  Every licence issued under the Act shall state the name of the licensee, the situation of the premises, the postal address and the number of cattle authorised to be kept in the stable or cattle-shed, as the case may be.
Dimensions, structure, sanitation, etc., of licensed premises
5.—(1)  The floors of all licensed premises shall be laid with concrete or other impervious material approved by the Commissioner and shall be properly graded to the drains. The drains shall be constructed in accordance with the requirements of any regulations made under the Building Control Act (Cap. 29).
(2)  The height of a stable or cattle-shed shall not be less than 2.5 metres measured from the floor to the eaves.
(3)  There shall be an open space of not less than 4.5 metres in width all round the stable or cattle-shed which shall be measured from the external posts of the boundary of the licensed premises.
(4)  A stable or cattle-shed shall be so constructed as to afford floor space for —
(a)each horse or buffalo kept therein of not less than 3 metres in length and 2 metres in breadth;
(b)each cow or bullock kept therein of not less than 3 metres in length and one metre in breadth; and
(c)every 10 sheep or goats kept therein of not less than 14 square metres,
and the floor space shall in each case not include the space occupied by any food store, manger or central or side drain of the premises.
(5)  The floor surface of a stable or cattle-shed shall be at least 30 centimetres higher than the mean level of the open space.
Conditions of walls of stable or cattle-shed
6.—(1)  The walls of a stable or cattle-shed shall have a smooth surface and the corners shall be rounded off.
(2)  All liquid wastes from the cattle-shed shall be settled in a properly designed sedimentation tank before being discharged into an approved watercourse.
(3)  The ventilation of the premises, which shall be provided to the satisfaction of the Commissioner, shall be by direct communication with the external air.
(4)  The land appurtenant to a stable or cattle-shed shall be fenced in to the satisfaction of the Commissioner.
(5)  The open spaces around the stable or cattle-shed and anywhere else on the premises shall be paved, metalled or tarmacadamised, and drained to the satisfaction of the Commissioner. A paved area of not less than of the floor area of the stable or cattle-shed shall be provided for the washing of the animals kept therein.
(6)  A separate shed shall be provided, to the satisfaction of the Commissioner, for the milking of cattle.
(7)  There shall be provided adequate water supply, to the satisfaction of the Commissioner, on the licensed premises.
Removal of refuse, etc
7.—(1)  All trade refuse, dust sweeping and other noxious or offensive matter shall be removed from the premises as frequently as may be necessary to keep the premises at all times clean and wholesome.
(2)  There shall be provided on the premises a suitable receptacle or receptacles for the stable or cattle-shed refuse. The receptacle or receptacles shall be constructed in such a manner and of such materials and maintained at all times in such a condition as to prevent any escape of the contents therefrom into the ground or into the wall of any building. The bottom or floor of the receptacle or receptacles shall be at least 50 centimetres higher than the surface of the adjoining ground.
(3)  The receptacle or receptacles shall be covered by a roof.
(4)  The receptacle or receptacles shall have such space which shall not be less than 45 cubic centimetres for each animal kept in the stable or cattle-shed.
(5)  The receptacle or receptacles which shall be mobile shall be lined, to the satisfaction of the Commissioner, with metal plates or other impervious material.
Storage of milk
8.—(1)  The licensee shall not keep or permit to be kept the milk of any cattle in any dwelling-place or room used for sleeping or cooking or where other articles of food are kept.
(2)  All utensils used for milking cattle shall at all times be kept clean and free from any accumulation or deposit of filth or noxious matter.
Disease in persons and animals
9.—(1)  No person, who is suffering from cutaneous disease or any other disease from which in the opinion of the Commissioner there is likely to be risk of infection or contagion, shall reside, be employed or be in or upon any licensed premises.
(2)  The licensee shall immediately inform the Commissioner in the event of any abnormal outbreak of disease of animals.
Restriction on use of licensed premises
10.—(1)  No licensed premises shall have a living room or sleeping place for human beings.
(2)  No trade, other than that of keeping cattle and a trade connected with or related to cattle, shall be carried on in the licensed premises without the written permission of the Commissioner.
(3)  The Commissioner may at any time direct that —
(a)all articles in the licensed premises be removed from the premises;
(b)the walls, floors and ceilings of the licensed premises be cleaned and washed as may be directed; and
(c)all the rubbish in the licensed premises be collected and disposed of in such manner as may be directed.
Waiver
11.  The Commissioner may in his discretion waive any of the requirements of these Regulations or may impose such other additional conditions as he may consider fit.
Conditions of licence, revocation, etc.
12.—(1)  A licensee shall be bound by these Regulations and such other conditions as may be imposed by the Commissioner.
(2)  The Commissioner may, in any case where there is a breach of these Regulations or the conditions of a licence by the licensee, revoke or suspend the licence for such period as he may in his discretion determine.
Validity of licence
13.—(1)  A licence shall expire on 31st December next following the date of issue.
(2)  The Commissioner may refuse to renew a licence without assigning any reason.
