(Exemption) Order 2023
In exercise of the powers conferred by section 53 of the Healthcare Services Act 2020, the Minister for Health makes the following Order:
Citation and commencement
1.  This Order is the Healthcare Services (Institute of Mental Health) (Exemption) Order 2023 and comes into operation on 26 June 2023.
Definitions
2.  In this Order —
“acute hospital service” has the meaning given by paragraph 2 of the First Schedule to the Act;
“blood transfusion service”, “intensive care service” and “surgical service” have the meanings given by regulation 2 of the Healthcare Services (Acute Hospital Service) Regulations 2023 (G.N. No. S 424/2023);
“clinical laboratory service” and “radiological service” have the meanings given by paragraph 2 of the First Schedule to the Act;
“clinical laboratory service licensee” means a person who holds a licence under the Act to provide a clinical laboratory service;
“NHG” means National Healthcare Group Pte Ltd which is authorised by a licence under the Act to provide an acute hospital service at the specified premises;
“patient” means a patient of NHG who receives care and treatment at the specified premises;
“radiological service licensee” means a person who holds a licence under the Act to provide a radiological service;
“specified premises” means the approved permanent premises that is located at 10 Buangkok View, Singapore 539747 and known as the “Institute of Mental Health”;
“specimen” has the meaning given by regulation 2 of the Healthcare Services (General) Regulations 2021 (G.N. No. S 1035/2021).
Exemptions
3.—(1)  NHG is exempt from regulations 16, 18, 20 and 24 of the Healthcare Services (Acute Hospital Service) Regulations 2023 in respect of the provision of a blood transfusion service, an intensive care service and a surgical service, respectively, at the specified premises.
(2)  NHG is exempt from regulation 26 of the Healthcare Services (Acute Hospital Service) Regulations 2023 in respect of the use of any of the terms mentioned in that regulation, or any abbreviation or derivation of those terms, at or in relation to the specified premises.
(3)  NHG is exempt from regulation 40(1) and (2) of the Healthcare Services (Acute Hospital Service) Regulations 2023 in respect of the provision of a clinical laboratory service at the specified premises, if NHG appoints, and makes arrangements with, a clinical laboratory service licensee to provide a clinical laboratory service to every patient who requires the clinical laboratory service, whether at the specified premises or any approved permanent premises of the clinical laboratory service licensee.
(4)  NHG is exempt from regulation 41(1) and (2) of the Healthcare Services (Acute Hospital Service) Regulations 2023 in respect of the provision of a radiological service at the specified premises, if NHG appoints, and makes arrangements with, a radiological service licensee to provide a radiological service to every patient who requires the radiological service, whether at the specified premises or any approved permanent premises of the radiological service licensee.
