Citation
1.  These Regulations may be cited as the Jurong Town Corporation (Parks) Regulations.
Definitions
2.  In these Regulations —
“Manager” means the Parks and Recreation Agent appointed by the Corporation and includes an authorised officer employed by the agent;
“parks” includes any walk, recreation ground, playground, lake, open space, traffic island and garden maintained by the Manager;
“vehicle” means a vehicle whether mechanically propelled or otherwise.
Opening hours and admission
3.—(1)  Parks belonging to the Corporation shall be open to the public between such hours as are appointed by the Manager and exhibited on notice boards affixed therein.
(2)  The Manager may in his discretion vary the hours during which parks shall be open to the public.
(3)  The Manager may levy charges for admission to a park.
(4)  The Manager may in his discretion prohibit the admission of any person into any park or part thereof without assigning any reason.
Conduct in park
4.  No person shall —
(1)enter or leave a park except through an entrance or exit provided for that purpose;
(2)use or remain in a park except during such hours during which it is open to the public;
(3)affix any bill, placard or notice to or upon any tree, plant, building, barrier, railing, seat, erection, ornament or any wall or fence in or enclosing a park;
(4)enter or remain within a park while under the influence of drugs or in a state of intoxication;
(5)bring or cause to be brought into a park any drugs or any spiritous or intoxicating liquor;
(6)consume any spiritous or intoxicating liquor in a park except in a restaurant or other licensed premises within the grounds of a park;
(7)soil, deface or destroy any building, barrier, railing, post, seat, or any part of any erection or ornament or any implement provided for use in the laying out or maintenance of a park;
(8)climb any wall or fence in or enclosing a park or any tree, barrier, railing, post or other erection;
(9)remove or displace any barrier, railing, post, seat, or any part of any erection or ornament or any implement provided for use in the laying out or maintenance of a park;
(10)remove, cut or displace any soil, turf, plant or tree;
(11)pick any part of any tree, shrub or plant;
(12)throw or discharge any missile in any manner likely to cause or which causes damage to any soil, turf, plant or tree;
(13)bathe, wade or wash in any lake, ornamental lake, fountain, pond or stream, or foul or pollute any water thereof;
(14)capture, injure or destroy or attempt to capture, injure or destroy any fish or water fowl in any such lake, ornamental lake, pond or stream, except in certain areas designed by the Manager for persons to bathe, wade or fish by a notice affixed or set up in some position at or near to each of the areas;
(15)displace, disturb, injure, destroy or take away any bird’s nest or egg;
(16)capture, injure or destroy any bird, butterfly or other insect, or spread, use or set any net, snare or other instrument for the capture, injury or destruction of any bird, butterfly or other insect;
(17)enter any flower-bed or any part of the park which is being prepared as a flower-bed or for other planting;
(18)enter any place where entry is prohibited by a notice placed thereon;
(19)sell, offer or expose for sale, or let to hire, or offer or expose for letting to hire any commodity or article, except in pursuance of a written agreement with the Manager or in the exercise of any lawful right or privilege;
(20)discharge any fireworks, crackers, firearm or weapon;
(21)release any animal;
(22)throw or discharge any stone or missile to the danger of any person, animal, bird, fish, reptile or insect;
(23)preach or deliver any public address or assemble for the purpose of holding or taking part in any social entertainment or any religious, political or other meeting or demonstration of whatever nature;
(24)beat, shake, sweep, brush or cleanse any carpet, rug, mat or any other fabric containing dust or dirt;
(25)wash clothing or other material or hang, spread or deposit any linen or other fabric for drying or bleaching;
(26)deposit litter or refuse, except in litter bins;
(27)undress or be in a state of undress so as to be indecently exposed in the view of the public;
(28)gamble or assist in gambling;
(29)expectorate or use obscene or unbecoming language;
(30)beg, loiter, solicit or commit a nuisance; or
(31)enter or attempt to enter any public convenience provided for the use of the opposite sex.
Vehicles
5.—(1)  No person shall bring or cause to be brought into a park any vehicle without the permission of the Manager.
(2)  This regulation shall not apply to —
(a)invalid chairs, perambulators and children’s toy vehicles used on any road or footpath in any part of the park open to the public; and
(b)vehicles for the use of which a place or thoroughfare in the park is set aside by the Manager.
Restrictions on vehicles
6.  No person in a park shall drive, ride, wheel or station a vehicle over or upon —
(a)any flower-bed, shrub or plant or any ground in the course of preparation as a flower-bed or for the growth of any tree, shrub or plant; or
(b)any portion of a park prohibited by the Manager by a notice board affixed or set up in a conspicuous position therein.
Dogs and other animals
7.—(1)  No person shall cause, suffer or permit any dog belonging to him or in his charge to enter or remain in a park, unless the dog is on a leash and under proper control and effectually restrained from causing annoyance or disturbance to any person or animal, or to enter any lake, ornamental lake, fountain, pond or stream.
(2)  No person shall bring or cause to be brought into a park any other animal except in pursuance of an agreement with the Manager or in the exercise of any lawful right or privilege.
(3)  Where the Manager by a notice affixed or set up in some position at or near to each of the several entrances to any park prohibits the entry of dogs and other animals into the park, no person shall, at any time, while the notice continues to be so affixed or set up, cause or suffer any dog or other animal belonging to him or in his charge to enter or remain in the park.
Games
8.  The Manager may by notice placed at the entrance to or within a park prohibit the playing of any or any specified games within the park or within any portion of the park.
Activities requiring permission of Manager
9.—(1)  No person in a park shall without the authority or written permission of the Manager —
(a)erect any post, rail, licence, pole, tent, booth, stand, stall or other structure;
(b)play any musical instrument or use any apparatus for the production of sound or the reproduction of sound by means of loudspeakers; or
(c)reproduce by means of a photograph, videotape, drawing, painting or in any way whatsoever the likeness of any scene from any park or part thereof with a view to their sale or distribution and any such photograph, videotape, drawing or painting may be confiscated.
(2)  The Manager may in granting such permission impose such conditions as he considers appropriate.
Nuisance to users
10.  No person in a park shall wilfully obstruct, disturb, interrupt or annoy any other person in the proper use of the park, or wilfully obstruct, disturb or interrupt any officer or employee of the Corporation in the proper execution of any work in connection with the laying out or maintenance of the ground or in the carrying out of any of the provisions of these Regulations.
Offenders may be ordered to leave park
11.—(1)  The Manager or a duly authorised employee of the Corporation may order any person who commits or who in his opinion is about to commit a breach of any of these Regulations to leave the park and that person shall forthwith do so.
(2)  Any person who contravenes or fails to comply with any of the provisions of these Regulations or fails to comply with an order of the Manager or a duly authorised employee of the Corporation to leave the park shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $500.
(3)  Where any admission charge has been levied and paid, no refund of the charge shall be made to any such person.
Persons with powers of arrest
12.  Any person who contravenes or fails to comply with any of the provisions of these Regulations may be arrested by the Manager or by any member of the Singapore Police Force, the Auxiliary Police Force or the Vigilante Corps.
Liability
13.  Any person who enters into any park or part thereof does so at his own risk. The Corporation, the Manager or any employee thereof shall not be liable for any loss of life or property or injury to person, arising within the park.
Application
14.  These Regulations shall not apply to any officer or employee of the Corporation in the proper execution of his duty.
