Citation
1.  These Regulations may be cited as the Martial Arts Instruction Regulations.
Application for registration
2.—(1)  An application for the registration of a martial art association under these Regulations shall be made to the Controller in such form as the Controller may require.
(2)  The application shall be signed by 3 officers of the association, or where the association has fewer than 3 officers, by every officer of the association.
(3)  In considering an application made under paragraph (1), the Controller may require any officer of the association or any person managing or assisting in the management of the association to furnish him with such information as he may require concerning the provision of instruction in any form of martial art at a place provided or to be provided by the association, or with any document, account or book of the association relating thereto.
(4)  Upon registering a martial art association, the Controller shall issue to such association a certificate of registration in such form as he thinks fit.
(5)  The fee payable for the registration of a martial art association shall be $210.
Replacement of certificate of registration that is lost, etc.
3.—(1)  If a certificate of registration issued under regulation 2 is lost, destroyed or defaced, the martial art association to which the certificate was issued shall forthwith notify the Controller of the loss, destruction or defacement.
(2)  The Controller if satisfied —
(a)that the certificate has been lost or destroyed shall, on payment of a fee of $30; or
(b)that the certificate has been defaced shall, on payment of a fee of $30 and after surrender to him of the defaced certificate by the association,
issue a copy certified under the hand and seal of the Controller.
(3)  If the certificate of registration which has been lost and replaced under paragraph (2) is recovered by the martial art association to which it was issued, the association shall forthwith return it to the Controller.
Return of certificate of registration
4.  Where —
(a)a martial art association has ceased to exist under section 13 or 14 of the Act; or
(b)the registration of a martial art association is cancelled under section 20 of the Act,
the association shall forthwith return to the Controller the certificate of registration or the certified copy issued under regulation 2 or 3, respectively.
Registration as trainee
5.—(1)  An application for the registration of a person as a trainee under these Regulations shall be made to the Controller in such form as the Controller may require.
(2)  Where a person who applies for registration as a trainee under these Regulations has not attained the age of 12 years, the application shall be made on his behalf by a parent or lawful guardian.
(3)  Upon registering a person as a trainee under these Regulations, the Controller shall issue to such person a certificate of registration in such form as the Controller thinks fit.
(4)  The registration of a person as a trainee under these Regulations is valid for 2 years and may be renewed for 2 years each time.
(5)  The fee payable for the initial registration of a trainee under these Regulations shall be $43 and for every renewal shall be $30.
Photographs
6.—(1)  Every person who applies —
(a)for registration as a trainee under these Regulations; or
(b)for a certified copy of a certificate of such registration under regulation 7,
shall furnish to the Controller 3 photographs of the size and form used for passports of himself.
(2)  The photograph of the trainee to whom a certificate of registration or a certified copy thereof is issued under regulation 5 or 7, respectively, shall be affixed to the certificate or certified copy, as the case may be.
(3)  The registration of a person as a trainee under these Regulations shall cease to be valid on the date of expiry of the certificate of registration issued to him under regulation 5, if such registration has not been previously revoked, cancelled or suspended.
Replacement of trainee’s certificate that is lost, etc.
7.—(1)  If a certificate of registration as a trainee issued under regulation 5 is lost, destroyed or defaced, the trainee to whom the certificate was issued shall forthwith notify the Controller of the loss, destruction or defacement.
(2)  The Controller if satisfied —
(a)that the certificate has been lost or destroyed shall, on payment of a fee of $13; or
(b)that the certificate has been defaced shall, on payment of a fee of $13 and after surrender to him of the defaced certificate by the trainee,
issue a copy certified under the hand and seal of the Controller.
(3)  If the certificate of registration which has been lost and replaced under paragraph (2) is recovered by the trainee to whom it was issued, the trainee shall forthwith return it to the Controller.
(4)  A certified copy of a certificate of registration issued under paragraph (2) shall have the same effect as the original certificate of registration.
Return of trainee’s certificate
8.—(1)  Where a person who is registered as a trainee under these Regulations ceases to receive instruction in any form of martial art, he shall forthwith return to the Controller the certificate of registration or any certified copy issued to him under regulation 5 or 7, respectively.
(2)  The registration of a person as a trainee under these Regulations shall, unless previously revoked, cancelled or suspended, continue in force until the date of expiry of the certificate of registration issued to him under regulation 5(3).
Application for instructor’s certificate
9.—(1)  An application for an instructor’s certificate shall be made to the Controller in such form as the Controller may require.
(2)  Every person who applies —
(a)for an instructor’s certificate; or
(b)for a certified copy of an instructor’s certificate under regulation 11,
shall furnish to the Controller 3 photographs of the size and form used for passports of himself.
(3)  Where an application for an instructor’s certificate is approved, the Controller shall issue to the applicant an instructor’s certificate in the form set out in the Schedule.
(4)  The instructor’s certificate issued under this regulation is valid for 2 years and may be renewed for 2 years each time.
(5)  The fee payable for the initial issue of the instructor’s certificate shall be $140 and for every renewal shall be $40.
(6)  The photograph of the instructor to whom an instructor’s certificate or a certified copy thereof is issued under this regulation or regulation 11, respectively, shall be affixed to the instructor’s certificate or certified copy, as the case may be.
Variation of location and form of martial art
10.  Where an instructor desires to provide instruction —
(a)in a form of martial art at a place other than that specified in his instructor’s certificate; or
(b)in a form of martial art other than the form specified in his instructor’s certificate,
the instructor shall apply to the Controller for a replacement instructor’s certificate which shall be issued to him on payment of a fee of $30.

11.—(1)  If an instructor’s certificate issued under regulation 9 is lost, destroyed or defaced, the person to whom such instructor’s certificate was issued shall forthwith notify the Controller of the loss, destruction or defacement.
(2)  The Controller if satisfied —
(a)that the instructor’s certificate has been lost or destroyed shall, on payment of a fee of $30; or
(b)that the instructor’s certificate has been defaced shall, on payment of a fee of $30 and after surrender to him of the defaced instructor’s certificate by the instructor,
issue a copy certified under the hand and seal of the Controller.
(3)  If an instructor’s certificate which has been lost and replaced under paragraph (2) is recovered by the person to whom it was issued, he shall forthwith return it to the Controller.
(4)  A certified copy of an instructor’s certificate issued under paragraph (2) shall have the same effect as the original instructor’s certificate.
Return of instructor’s certificate
12.  An instructor who ceases to provide instruction in any form of martial art shall forthwith return to the Controller any instructor’s certificate or certified copy issued to him under regulation 9 or 11, respectively.
Register
13.—(1)  An instructor shall at all times keep an up-to-date register of every trainee to whom he is providing instruction in any form of martial art.
(2)  The register referred to in paragraph (1) shall contain the following personal particulars of the trainee:
(a)name — in English and, if applicable, in Chinese characters;
(b)NRIC No. (with official reference);
(c)date of birth;
(d)race;
(e)sex;
(f)citizenship;
(g)residential address;
(h)number of the certificate of registration issued to the trainee under regulation 5; and
(i)occupation.
Consent of parent or guardian of trainee below the age of 12 years
14.  An instructor shall not provide instruction in any form of martial art to any trainee below the age of 12 years without the written consent of a parent or lawful guardian of the trainee.
Annual returns
15.—(1)  Every martial art association registered under these Regulations shall, on or before 31st March in each year, furnish to the Controller a return, in duplicate, in such form as the Controller may require.
(2)  The return referred to in paragraph (1) shall —
(a)be signed by 3 officers of the association, or where the association has fewer than 3 officers, by every officer of the association; and
(b)be accompanied by a copy of the accounts (income and expenditure and balance-sheet) of the association in respect of its last financial year, duly signed by the association’s auditor as found by him to be correct, duly vouched and in accordance with law, or which contains the auditor’s special report in what respects he finds it incorrect, unvouched or not in accordance with law.
Alteration of registered particulars
16.—(1)  An application by a martial art association registered under these Regulations for permission to change its name, or place of business, or any place of instruction provided by the association, under section 9(1) of the Act shall be —
(a)made to the Controller; and
(b)signed by 3 officers of the association, or where the association has fewer than 3 officers, by every officer of the association.
(2)  Where the Controller has granted permission to a martial art association to change its name or place of business or place of instruction, the Controller shall, on payment of a fee of $40, issue a new certificate of registration to the association.
Publication of change of particulars
17.  Every change of the name of, or place of business of, or any place of instruction provided by, a martial art association registered under these Regulations shall be notified in the Gazette after the permission of the Controller for such change has been obtained.
Fingerprints
18.—(1)  The Controller may at any reasonable time require the taking and recording of fingerprints —
(a)of any officer of a martial art association applying for registration;
(b)of any person who wishes to be registered as a trainee; and
(c)of any person applying for an instructor’s certificate,
under these Regulations at such place and in such manner as the Controller thinks fit.
(2)  The Controller may require any officer of a martial art association applying for registration under these Regulations to furnish to the Controller 3 photographs of a size and form used for passports of himself.
Exemption
19.—(1)  An application for exemption of any martial art association, trainee or instructor from all or any of the provisions of the Act shall be made to the Controller in such form as the Controller may require.
(2)  The application for exemption of any martial art association shall be signed by 3 officers of the association, or where the association has fewer than 3 officers, by every officer of the association.
(3)  Where a trainee who applies for exemption under this regulation has not attained the age of 12 years, the application shall be made with the written consent of a parent or lawful guardian of the trainee.
(4)  Every trainee or instructor who applies for exemption under this regulation shall submit together with his application 3 photographs of a size and form used for passports of the trainee or instructor.
Certificates of exemption
20.—(1)  The Controller shall issue a certificate of exemption to any martial art association, trainee or instructor who has been exempted from all or any of the provisions of the Act by the Minister.
(2)  A photograph of a size and form used for passports of the trainee or instructor to whom a certificate of exemption is issued under this regulation shall be affixed to the certificate.
(3)  Any exemption granted by the Minister may be issued subject to such conditions as the Minister sees fit to impose.
(4)  Any exemption granted by the Minister may be revoked at any time if the Minister is satisfied that the holder thereof has committed a breach of any of the conditions subject to which the exemption was granted.
