Road Traffic
(Bicycles, Three-wheeled Pedal Cycles,
Trishaws and Recumbent Devices —
Construction and Use) Rules 2024
In exercise of the powers conferred by section 6 of the Road Traffic Act 1961, the Land Transport Authority of Singapore makes the following Rules:
Citation and commencement
1.  These Rules are the Road Traffic (Bicycles, Three-wheeled Pedal Cycles, Trishaws and Recumbent Devices — Construction and Use) Rules 2024 and come into operation on 1 March 2024.
Definitions
2.  In these Rules —
“hours of darkness” means the time starting 7 p.m. and ending 7 a.m. the following day;
“recumbent bicycle” means a bicycle that —
(a)is designed to be ridden in a reclined or partially‑reclined position; or
(b)has pedals designed to be operated by the rider’s hands, or both the rider’s hands and feet;
“recumbent device” means a personal mobility device —
(a)that —
(i)has 2 or 3 wheels;
(ii)has pedals designed to be operated by the rider’s feet; and
(iii)is designed to be ridden in a reclined or partially‑reclined position; or
(b)that —
(i)has 2 or 3 wheels; and
(ii)has pedals designed to be operated by the rider’s hands, or both the rider’s hands and feet;
“three‑wheeled pedal cycle” means a personal mobility device that —
(a)has 3 wheels;
(b)is steered by handlebars; and
(c)has pedals,
and includes a tricycle but does not include a recumbent device or trishaw;
“trishaw” means a vehicle with 3 wheels that —
(a)is constructed or adapted for the carriage of passengers;
(b)may be propelled by human power or by an electric motor with which it is equipped (if any), or by both; and
(c)that is used to transport passengers for hire or reward.
Maximum length and width for use on roads
3.—(1)  A person must not use a bicycle, three‑wheeled pedal cycle or recumbent device that exceeds the following dimensions on any road:
(a)2,600 millimetres in length;
(b)1,300 millimetres in width.
(2)  In this rule, the length or width of a vehicle is to be determined by including the body of the vehicle and all equipment and accessories (if any) attached to the vehicle, but by excluding any person or carry‑on baggage on the vehicle.
Lights, etc., on bicycles, three-wheeled pedal cycles, trishaws, recumbent devices and power-assisted bicycles
4.—(1)  A person must not use a bicycle, three‑wheeled pedal cycle, trishaw, recumbent device or power‑assisted bicycle (called in this rule a specified vehicle) on a road, during the hours of darkness, unless the specified vehicle —
(a)displays a white light that is clearly visible for a reasonable distance from the front of the specified vehicle; and
(b)displays —
(i)a red light that is clearly visible for a reasonable distance from the rear of the specified vehicle; or
(ii)a red reflector that is clearly visible for a reasonable distance from the rear of the specified vehicle when light is projected onto the reflector.
(2)  A person must not use a specified vehicle on a road if the specified vehicle shows a red light to the front.
(3)  A person must not use a specified vehicle on a road if the specified vehicle shows any light other than a red light to the rear.
Brakes on bicycles, three-wheeled pedal cycles, recumbent devices and recumbent bicycles
5.—(1)  A person must not use a bicycle (other than a recumbent bicycle) or three‑wheeled pedal cycle on a road unless the bicycle or three‑wheeled pedal cycle is equipped with a working handbrake.
(2)  A person must not use a recumbent device or recumbent bicycle on a road unless the recumbent device or recumbent bicycle is equipped with a working brake.
(3)  In this rule —
“brake”, for a recumbent device or recumbent bicycle, means a braking system that —
(a)is designed to be operated by the rider’s hands or feet, or both;
(b)operates on all or any of the wheels of the recumbent device or recumbent bicycle; and
(c)when applied, reduces the speed of the recumbent device or recumbent bicycle, or prevents the recumbent device or recumbent bicycle from moving;
“handbrake”, for a bicycle or three‑wheeled pedal cycle, means a braking system that —
(a)is applied by one or more hand levers affixed to the handlebars of the bicycle or three‑wheeled pedal cycle;
(b)operates on all or any of the wheels of the bicycle or three‑wheeled pedal cycle; and
(c)when applied, reduces the speed of the bicycle or three‑wheeled pedal cycle or prevents the bicycle or three‑wheeled pedal cycle from moving.
Warning flags on recumbent devices and recumbent bicycles
6.  A person must not use a recumbent device or recumbent bicycle on a road unless a bright‑coloured flag on a vertical pole is attached to the recumbent device or recumbent bicycle, such that the flag is clearly visible by drivers of motor vehicles for a reasonable distance from the recumbent device or recumbent bicycle.
