Road Traffic Act

Road Traffic (Section 143 — Excluded Events) Rules 2010
In exercise of the powers conferred by section 143(11) of the Road Traffic Act, the Minister for Home Affairs hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Road Traffic (Section 143 — Excluded Events) Rules 2010 and shall come into operation on 1st November 2010.
Excluded events
2.  Section 143(1) of the Act does not apply to any event which is conducted on any road or part thereof in a private residential area and which —
(a)does not occupy more than one lane of a road with 2 or more carriageways;
(b)is not conducted —
(i)within 3 metres of a water hydrant or within 6 metres of any road intersection or junction; or
(ii)along any road bend;
(c)does not cause or result in obstruction to —
(i)other persons using that road; or
(ii)the access to any premises fronting, adjoining, abutting on or adjacent to that road; and
(d)does not impede the safe and smooth flow of vehicular and pedestrian traffic on that road.
