Road Traffic (Power-assisted Bicycles — Approval) Rules 2004
In exercise of the powers conferred by sections 6 and 90 of the Road Traffic Act, the Land Transport Authority of Singapore hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Road Traffic (Power-Assisted Bicycles — Approval) Rules 2004 and shall come into operation on 1st January 2005.
Definitions
2.  In these Rules —
“authorised examiner” means a person authorised by the Registrar under section 90(2) of the Act;
“EN 15194” means the European Standard EN 15194:2009+A1:2011 titled “Cycles – Electrically power assisted cycles – EPAC Bicycles” approved by the European Committee for Standardization (called in this definition “CEN”) on 22 November 2008 but does not include clause 4.2.4.3 in EN 15194:2009+A1:2011, and as amended by Amendment 1 approved by CEN on 8 October 2011;

“power-assisted bicycle” means a bicycle that is equipped with an electric motor and that may be propelled by muscular power or by the electric motor with which it is equipped, or by both.
Power-assisted bicycles to be approved and sealed before use
3.—(1)  No power-assisted bicycle shall be used on a road unless the power-assisted bicycle —
(a)complies with the specified requirements; and

(b)has been approved and sealed by an authorised examiner in accordance with these Rules.

(2)  In this rule, “specified requirements” means —
(a)in the case of a power‑assisted bicycle that has been approved and sealed by an authorised examiner before 1 December 2015 under these Rules, the requirements specified in Part 1 of the Schedule;
(b)in the case of a power‑assisted bicycle that has been approved and sealed by an authorised examiner between 1 December 2015 and 31 January 2016 (both dates inclusive) under these Rules, the requirements specified in either Part 1 or 2 of the Schedule; and
(c)in any other case, the requirements specified in Part 2 of the Schedule.

Approval of power-assisted bicycles
4.—(1)  Any person who wishes to obtain an authorised examiner’s approval in respect of any model of power-assisted bicycle shall apply to him for such approval in such form or manner as he may determine.
(2)  An application under paragraph (1) shall be accompanied by such fee, information and documents as the authorised examiner may require.
(3)  Upon receiving an application under paragraph (1), the authorised examiner shall —
(a)examine the power-assisted bicycle in respect of which the application is made; and
(b)approve the power‑assisted bicycle if the authorised examiner is satisfied that the power‑assisted bicycle —
(i)if examined before 1 December 2015, complies with the requirements specified in Part 1 of the Schedule;
(ii)if examined between 1 December 2015 and 31 January 2016 (both dates inclusive), complies with the requirements specified in either Part 1 or 2 of the Schedule; and
(iii)in any other case, complies with the requirements specified in Part 2 of the Schedule.

Sealing of power-assisted bicycles
5.—(1)  Every power-assisted bicycle that has been approved by an authorised examiner under rule 4 shall be affixed with such seal, mark or other device and in such manner as the Registrar may determine for the purpose of indicating that that power-assisted bicycle has been so approved.
(2)  Any person who —
(a)without the authority of the Registrar, removes or alters; or
(b)forges, defaces, mutilates or tampers with,
any seal, mark or other device affixed to a power-assisted bicycle under paragraph (1) shall be guilty of an offence.
Waiver
6.  The Registrar or an authorised officer may, in any particular case, waive the operation of any provision in the Schedule to these Rules subject to such conditions as the Registrar or the authorised officer may impose.
